Hall to miss out with one of Maloney/Burnett.
I'd be tempted to play Burnett and let Radford move up to prop if needed.
I'd go along with that although going in with three props would be better and finding a place for Hall on the bench as I feel he would make lots of yards againt Celtic.
Having Houghton and Hall both coming on would give us excellent momentum going forward.

I wouldn't play Washy this week, if not needed. I thought it was a mistake playing him last week tbh. A pack of Dowes Berrigan Cusack Tickle Burnett & Radford, then the bench I mentioned should be fine. Don't think there is any need for Washy this week, just give him another week. Although I do expect Washbrook to play.

Sounds pretty good. (maybe a little bit harsh on Burnett though to miss out)
Burnett's chance will come again, its about the right players for the right gae and I think Houghton and Hall would both be a handful coming off the bench.

I think it would be useful to get Washbrook a bit more time on the pitch, more important than giving Maloney a run-out (especially as both King and Moa will probably be ahead of him when available).
And I'd love to see Hall at fullback as his broken field running could be devastating against a sometimes disorganised Celtic line, but there's no way Byrne will be dropped.
I see your point but my concern would be an injury to Dowes or Cusack.
Personally think that it will be the same 17 as last week, but with Maloney in for King. Can't see why Agar would see the need to change the side much against an inferior team to Wigan. I'd make a couple of changes though. I would play Hall in the centres (replacing G.Horne) and Houghton on the bench instead of Washbrook or Burnett (obviously with Washy going into the back row if Burnett wasn't to play)
