No it counts on the cap, but its normally lower than paying someone for the remainder of their contract + bonuses etc. I believe insurance also then contributes if its injury related so should free up some cap space and a quota space.

4. Agar is keeping his cards close to his chest (not a liar)
5. The HDM did get a quote from Agar but paraphrased rather inaccurately.
