It's SL not the RFL who chose the grounds. And as is well known the SL administration isn't particularly close to Leeds.
FWIW League Express reported, yes, that the stadia needed to have appropriate infection-mitigation controls including multiple, separate sets of changing rooms, that the host clubs only cover their costs on these games and that the real incentive to apply, apart perhaps from some residual home-ground advantage, is to give exposure to their naming and in-ground sponsors.
