You might be risking a red, because reffing in SL is pretty random. But you said that it probably should have been a red. Different thing altogether.

He's looking at Simon because he intends to tackle him and stifle the potential offload. Making contact with his head is, IMO, accidental.

I think he probably should have been sent from the field, yes. It's careless contact with the head from a strike, which is a red card offence. I think he will get Grade B, and get 2 matches, if he'd have been sent off Grade B, 1 match. Just my opinion.
The worst case scenario is that the disciplinary committee class it as reckless and upgrade to C, which is 3 matches, but I don't think you can class that as reckless.
Of course, we haven't seen the other challenge which is suppose to be as bad, if not worst.
