The incentive runs all year round, just people don't use it during the season because most of their spare cash goes on getting to games in the current season.

No I understand perfectly, what I was saying is that if people can't afford a lump sum payment for their pass there are ways of spreading the cost. As for Xmas, if they budget right they will have one major present paid for before December so can buy the little things such as shirts out of Decembers money.

Easy enough, assuming you have enough money to feed your family, heat your house and pay your creditors in the first place.
