Hot water isn't a legal requirement (in these circumstances) and if there is anti-bac soap and a hot hand blow dryer that'll be far more effective than waiting for water hot enough to kill off bacteria. A lot of people don't know how to wash their hands properly or indeed dry them so quite a lot of bacteria remains to be spread elsewhere, most of the time pretty harmless to be fair after having a wazz but then you have the grotty bstd's, and there are a fair few, that just don't bother at all, WTF is that all about!

I am with you on those who do not wash there hands after toilet, have they no self pride
I well remember taking my son on his first visit to the Boulevard about 5 he was and I went into the splash back behind the best stand not thinking clearly. There was no washing facilities and he went barmy had to walk him round to 3d and use the toilets there as they did have wash basins in.
