Rugby league has not been selected to host pilot events for the return of fans to elite sport.
The Department of Digital, Culture & Sport announced a list of sports that would be used to test the return of supporters however rugby league was committed.
Instead, football, basketball, rugby union, cricket, speedway and horse racing will be the sports that are used.
It means Super League will have to wait until October to see fans inside stadiums, having applied to be a part of the pilot testing.
Super League’s fixture list has been loaded beyond October to allow clubs more opportunity to get spectators through the gates.
But for now, games will remain behind closed doors. Warrington’s Halliwell Jones Stadium will host this weekend’s action before a return to Headingley and Totally Wicked Stadium in September.
Big blow for RL clubs, more financial worries for the game,

I don't think they are related in any way. i'm pretty sure they are judging it on the sports ability to manage the crowds. I assume they think RU with their bank account can handle it better.

There was talk that even when fans return it would only be allowed in seated areas and even then socially distanced, possibly no more of a third of capacity. Other restrictions that have been mentioned that could be in place could be things like one-way systems, staggered arrival & leaving times, no food & drink outlets to prevent queueing and yes, the wearing of masks and a ban on chanting and shouting! And obviously a hand sanitiser station everywhere you look. Hospitality would also be restricted. What’s the seating capacity of the east stand these days? Would it be even worth opening Belle Vue with some of these barriers in place?

Super league chose to restart in the most cost effective way to maximise our TV revenue and minimise ongoing costs, hence double/ triple headers. If we had held out for some crowd attendance it is likely that we would have started later with small home crowds and all the costs of preparing and managing stadia for no additional income as only some season ticket holders would be allowed in.
A pragmatic decision taken across the league to try to enter 2021 in some semblance of financial good order.

Because they probably don't know that Rugby League exists. Snowie
