Makings of a brilliant scheme. At it's simplest, say 100 individuals / shops / small businesses in every nook and and cranny of the Cougar Catchment Area sell say 50 (discount price) tickets each for a Cougar match to friends / colleagues / customers. Each makes £100 for themselves and Cougar crowds go to 5,000 ! Club just needs to keep improving what is being sold (the match day experience) and the team winning would help.

Get a winning team first, then everything else follows.

Petty authoritarians aren’t man enough to challenge the actions of a person face to face; instead they incite a forum of rumour, innuendo and half truths, and impose rude sanctions to discourage those who dare question fairness.
Rach was telling me of a scheme at Featherstone where, as they go around schools, they hand out free passes to the kids who, when they come to the game, can have one accompanying adult admission at £10. That way you may be introducing new fans to the game.
