I suppose, like you say, it is a question of expectations. Those players you mention are completely terrible. Smith is at least better than those. For me there is a difference between complete bust and draft bust though.
Chiefs are a fairly decent team. I really like Charles and they have a good defence. With a good QB I think they would be competing for a wild card (simply because Denver is winning the division).
