neither looks good for Mr Silverwood.
No DP issues for the RFL on the assumption RS obtained the info from the RFL's systems without their knowledge or consent. If so he has committed a criminal offence under s55 of the DPA.
I deal with the DPA as part of my current job and prior to that I worked for the regulator responsible for Data Protection so trust me based
purely on what has been reported the RFL would be exceptionally unlikely to have contravned the Act.
