I park at Cockhedge shopping centre, which is free on Sundays. Never seen any notices saying that this is prohibited and never had any problems either ... but it's up to you, if you want to pay to park, then you may as well use the NCP car park, the entrance to which is on Tanners Lane.
Warrington Central station is the closest, come out of the station, turn right, and you can see the stadium.

Paul is right about parking, the NCP on Tanners Lane is very close to the stadium and I think we pay £3 on match days.
If you are looking for a good place to have a drink then The Tavern on Church Street serves excellent Real Ales. Its a proper RL pub as well and is less than 10 minutes walk to the ground.

For free parking and where i always park, just head into warrington along winwick road, past tesco's and the stadium till you reach a set of lights with the original wire pub on your left, turn left here onto orford lane then travel about 100 yards down till you see a car park and donatellos on your right. Free parking and a fantastic takeaway pizza after the game for the drive home.
