It is called enabling works you clown. You dont just start building a stadium in a random field. You build the access roads for the delivery wagons, put in electrical, gas and water services for the site cabins, and generaly clear the site of all obstructions.

This, as with most construction projects was tendered seperatley, to a different smaller contractor, to save time and get work underway.

Its expensive running services from the main line, so you dont do it unless a project is definatly going ahead.
