According to the first tender, the winners of the first contract should have been notified late last year. The post below from a few pages back suggests that is indeed the case (anyone fancy phone the company to ask?)

From what I have been told the work and building at Media City is a head of Schedule, so this is a good indicator of how Peel will sort out the Stadium.

hope to eat my words,but I have always felt the club know we will not get a franchise and the stadium will not be build,I know many on here disagree but thats it

i have the opposite feeling mate, that they know the stadium will be built, they must know the rfl want a manchester team, they are putting massive work into the manchester community in schools etc spreading the game. The only aspect we are letting ourselves down in is the playing side. Are we going with youth because we know we'll have a franchise anyway? Only time will tell but that is my opinion.
