It was my understanding that if he got a work visa for France he could work anywhere within the EU.
You see all the moroccons et al getting on rowing boats hoping to make Tenerife and work their way into the EU that way.

The UK Border Agency can prevent him from entering the country if they wish to regardless of his work permit. Remember they recently stopped a Dutch MP from entering the country, not because he'd actually done anything wrong, or was actually planning to do anything wrong, but because the government decided some Islamist nutjobs might hurt people if they let him in.
