Each club is better off spending an extra 200k a year on juinor development rather then poaching players. It may get a few extra lines of press (how RU in aus gets its extra column space) initially, but how is this going to better British and French RL?
SL, RU poach a few players from the NRL each season, however no one notices they are missing after a few weeks into the new season. They are too busy watching the next Folou or boom rookie.
The plan is one player who will cost £50k off the salary cap, no matter what they are actually paid. Sounds like the American Soccer league's system that allowed Galaxy to sign Beckham.
I don't see why it should be ring-marked for RU players (but I can see why you would need to exclude current SL players). The plan would be for the signing to be financed by sponsorship money - but how many clubs have enough sponsorship as it is? Would signing Sebastien Chabal find its own funding and generate more publicity/sponsorship than the cost? It worked for Wire when they signed Joey.
