No, but it means that it can't be exploited anymore....
I was in NZ over Christmas and there seems to be a lot of this "symbolic gesture" stuff going on. There was a massive stretch of coastline handed over to the Maori's when I was there, which effectively gave them the right to close the beach if they wanted. There was also a section of lake Taupo closed by the Maori council after the death of a young girl on the lake.
I am not a Kiwi, but I get the impression after spending a month out there that the NZ government are keen to try to rectify a lot of the wrongs done to the Maoris over the last 200 odd years.
