Look mate. Your Leigh have no chance of ever being in Super League. So face reality and make the best you can rather than trying to drag the others down.
Toulouse is the future -- not Leigh, nor Halifax, nor Barrow, nor Whitehaven nor Widnes. And after the success of Toulouse in Super League (from 2012 on)we will have to keep building on our successes.
That is, if you want the game to spread.

AP makes some challenging suggestions, but I hope he's long enough in-the-tooth to remember that most of them were put up for consideration by the saintly Maurice Lindsay when forming SL in the first place. Good old Morrie knew the merger suggestions were preposterous, but used them to divert anger away from the entire change to summer rugby, the killing off of Keighley's ambitions and the sinking of the far-too-skint-to survive Chemics of Widnes provenance.
I'm all for expansion and am a big fan of Quins, Crusaders and Catalans being in RL, but mergers of heartland clubs are a bigger crock of coorape than was old Maurice's claim to have been acting 'for the good of the game'.
+ 1-2 English development clubs in preparation for SL (e.g. London II, a Midlands club)
+1-2 Celtic development clubs in preparation for SL (e.g. Dublin, Edinburgh)
+1-2 continental European development clubs in preparation for SL (e.g. Paris, Barcelona)
Until we reach the magic number of 24 Super League Europe clubs. At which point we will do a rethink of both Super League and the Championship.
