You would hope a club that has been around since the beginning of rugby league would have achieved a lot more than a club formed 3 and a half years ago.

No, because only one club went up that year. This previous year, two clubs were entered into the league. Had it been P&R, I'm pretty sure that club would have been Celtic on the evidence that they were in the top two teams in the league...
