No, it isnt, its two separate ones, the RL market for RL players and an RU market for RU players,
Some players can be both RU and RL players, some cant,
RL operates under a salary cap, and a players value in that market (the market to RL clubs) is decided as the relative worth under an SC
RU operates under a different salary cap, and a players value in that market (the market to RU clubs) is decided as the relative worth under that SC
When players cross over, RL is at a disadvantage because a players market worth in the RL market is decided as a relative worth within a smaller SC, so when players are available to both markets, we lose because we aren’t offering the same amounts

Ill give you an example, an average centre in this country in RL may earn £60k a year, the average centre in RU may earn £70k per year, an average centre wants to test his worth on the market, the RL club would have to pay £70k to match his RU wages, but this is £10k more than he is worth on the RL market, therefore they have overpaid for him!
