Just a consistent decent standard. We need 7 refs who can control the ruck mainly. Thats where the standard lets a few down at the moment.

if hayne can "control the ruck" then why did they bring in 2 refs in the league he refs in ?

No, because the majority couldnt. Hayne can and is a good referee.
