I thought that too, and it does seem likely that Australians would be quick to incorporate ethnic slurs into common offensive usage without thinking twice about it. Found in the 70s though, so far too recent for that to be the source.

I have found this and this though, which seems to fit the usage and the time when Australians started to tentatively think for themselves.

Dave Hadfield's book refers to a manufacturer of "Mungo & Shoddy" in Dewsbury in a discussion of the Heavy Woollen District. Almost certainly irrelevant.
