That contact does not look great to be fair. Although Fairbank's arm is across the shoulder his shoulder is making decent contact with the head.

It’s a still. That’s why referees don’t use stills. There’s no context. The next frame will likely show Fairbanks shoulder continuing to push through Walkers head.
