I think you are wrong; he clearly rolls the ball back with his hand (incorrect play the ball) then when his foot touches the ball it marginally moves forward - another incorrect play the ball. That's 2 infringements already - how many do you need??!!
Having said that if we looked at every incorrect play the ball then we'd not do much else.
Should definitely have been referred to Thaler irrespective.
