Still, the worst piece of refereeing I've seen in several years happened during the England / France match in Saturday when the Irish ref refused to review a blatant foul play - despite the clearly audible video ref suggesting multiple times he look at it - because the ball was "out of play" at the time. Really? You put your foot in touch then you can do anything you want?
From the perspective of giving a penalty, yes. It's the same in both codes of rugby. Once the ball is dead, you can't give a penalty IIRC.
You can however sanction the offending player with a yellow or red card.
