Well, you've misunderstood the reference to the bloke in Cardiff; which is where Companies House has their base these days, but never mind. It's not important.
Actually, you can do that and it does happen.
Fraudsters file directors' appointment and resignation forms, take over the company, strip out the assets and disappear. It's far from unknown and Companies House have come up with a scheme called Protected Online Filing to counter it.
