I can tell you how I've done it when I wanted to use conditional formatting to highlight dates that fell before a specific date - may or may not be useful to you.
I had a load of dates in a column and wanted to highlight those dates prior to 20/12/2010. If you use a 'less than' rule it will also highlight those cells which do not have dates in them. I got around this by using a 'between' rule (i.e. between 1 and 40532). In this case the cell has to have a value in it to be highlighted (>1) and less than 40532 (the value for 20/12/2010).
You should be able to use one or more of the built-in date functions to set the limits for the conditional formatting values.

Posers with haircuts fixed on a hinge which swing from a quiff into a fringe

This is exactly what I did. I never thought that having no criteria would impact on the formatting.

I can't seem to use the search facility on my desktop pc. Right clicking on start and then search, nothing happens!! So tried clicking start, search, for files and folders - and again, nothing happens..... :(

How do I get it to work?? I'm running Windows XP, so it's quite an old version of Windows, but surely that shouldn't stop this from working!!

try the windows key and e, if that doesn't work then it's a new one on me, not heard of this issue before.

Scan for nasties with your anti virus software and something like Anti Mal-ware bytes, then do a Windows update, if you don't have Windows search 4.0 installed (it is an optional update) install it.

The shortcut for search is Windows Key + F

And whats the difference between 200Hz and 600Hz on a 50+ inch LED TV?

(please don't say 400Hz!) :)

Hz stands for beans. It's the amount of Heinz you could fit in between the frames. The more the better although I seriously doubt you'll even notice the difference.

Think of it as a refresh rate, the higher the hertz the better motion will look on screen, like say a rugby ball being passed will look much smoother (and with less screen artifacts) on a 600hz than a 200hz.
